  • Puerto Rico Department of Health: Drafted legislation for all health examiner boards, ensuring standardized practices and governance.
  • Puerto Rico Institute of Forensic Sciences: Pioneered the legislation for establishing a DNA testing laboratory, connecting Puerto Rico to the national CODIS database.
  • Puerto Rico Department of Corrections and Rehabilitation: Coordinated compliance initiatives to improve the department’s operational standards.
  • Puerto Rico Public Housing Administration & Housing Authority of the City of Camden: Provided legal counsel and strategic oversight for housing initiatives.
In addition to these roles, Elsa served as a Special Prosecutor in Organized Crime and Narcotics, authoring legislation to facilitate the forfeiture of real estate and other conveyances connected to criminal activities.
